This quesiton is not about the Bridge award specifically: Many small business start-ups that wish to submit Phase I SBIRs are spinning off from university labs. Those applications are probably written by faculty who are university employees, but they may not be eligible to be PIs on SBIRs if they retain their primary university affiliation. But full time start up employees might not yet be in place at the time of Phase I submission who could serve as the PI. What strategies can you recommend to deal with the PI problem that still allows timely Phase I submission?
