Which is better for designs: trade dress protection or a design patent? What steps does one follow for trade dress protection?

They are not mutually exclusive; you can apply for a design patent and seek to have trademark protection too for your trade dress. However, design patents are quick and cheap and you end up with a nice piece of paper with pictures and a gold ribbon in short order whereas trade dress can be a little tougher to establish.
