Is there a separate solicitation for the fast-track phase 1 and phase 2 grant regarding deadlines, grant amount and time ?

No, the same omnibus solicitation is used, whether for SBIR or STTR. I do suggest, however, that you always contact a particular Institute or Center of interest that you are interested in Fast Track because budget often determine how likely they are to support such application any given fiscal year.
