Is the SBIR PI grant/contract a funder of a start up company. If not how this will work out?

No, the PD/PI on a SBIR (or STTR) grant doesn’t have to be the founder or CEO/President of the company. It is an individual with the technical expertise to be able to significantly contribute to the project and oversee and ensure that the project reaches its completion as it was proposed to NIH. An administrative person at the company would not be an appropriate individual, for instance.
