Are licensing fees for intellectual property allowable under indirect costs?

Licensing fees that are paid by your company to another organization so that you can use the IP owned by that other organization are usually allowable. They could be direct or indirect, depending on the terms of use. If they are applicable to just one project, then they should be requested as a direct cost in the grant application. If the IP is necessary for, and benefits all of the projects, then these fees may be treated as an indirect cost.
