I have a R21 grant for the device I am working on. We already have preliminary data, which looks very promising. I applied for SBIR phase-1, but had to withdraw the application (scored 28) before it went to Council meeting because of its overlapping aims with awarded R21. Since we will be performing everything same as SBIR phase-1, are we allowed to apply for SBIR phase-II directly?
